		<description>I have NEVER seen these council members (minus Fricke) EVER deny a waiver for the noise ordinance to a developer for ANY reason.  We&#039;re talking more than twenty years here.  At the meeting in question, there was no quarum and the only way the City Manager is able to overide the process as he did is if there is demonstrable emergency.  No such emergency was indicated.  This was just anther example of the City&#039;s pro business ideology trumping the residents interests (again).

Why do we have a noise ordinace if is vacated EVERY time?  

Answer: to help the Council members give the impression they are pro-resident at election time.</description>
